User Accounts oddities after repairing Windows installation

I had to repair my Windows installation and now I can't open the User Accounts window in Control Panel. When I click the icon, a blank window with the text User Accounts opens and I get an error message "The system cannot find the file specified." I can still log in without problems.
Moreover, I tried to manage user accounts through Administrative Tools -- Computer Management -- Local Users and Groups. When tried to view the user groups, I got the same error message. I can see the grops list, but at least Users, Administrators and Power Users are missing. How can I fix this?
 
Go to Start, All programs, accessories, command prompt. In the command prompt window, type "control userpasswords2" without the qutaition marks. Press enter. You will get a window that has all the accounts, hidden and visible, where you can add, remove, change passwords and users. This is the window for advanced users however. I don't know how to get the one in control panel to work thought. Hope this helps.

Thanks for your help, but that didn't work. The list showing all users on the computer is empty. Neither can I create new accounts. If I try to create a new account of any type, I get an error message "The group name cannot be found".

I think Windows deleted some kind of file that contained user group definitions during reinstallation. Any idea what file it could be or how to fix the problem?
