user accounts locked out

I have a 2000 machine that constantly locks all the user
profiles on that machine except for the administrator
account that we put on each machine. I have used the
ALockout tool but no entry seems to come close to one
found in the Event log.

The machine is part of the AD domain but is not on the
network, it dials in via modem.

Any hints would be appreciated. If it helps, the 4 main
offending files in the Lockout log are ntvdm.exe,
agentsvr.exe, outlook.exe and osa.exe

W2K Pro had (still has?) a "feature" whereby it locked out
all non-admin accounts when the security log overflowed.
I remember working on a machine to which this had happened
2 years ago or so. Don't know if it has been fixed with one of the
patches. There were a few references on the net at that time. Note
this was on a standalone W2K Pro, I have no experience with domain.

The solution was to log in as admin, clear the log manually (sic!) and
to it set to overwrite (!!) as needed, and reset the accounts.

They still appear to be having the problem after trying
your suggestion.
