If I set up multiple user accounts on windows XP will I have to download each
piece of sofware, including antivirus updates etc twice? Will this take up
twice as much space on my hard drive?

No,
and No.

User accounts hold user information.

If you have more than one user account and you run a program that records
settings on an individual basis for each user (For example, different email
accounts, internet favourates, and suchlike for each user) then there will
be some duplication of information there.

But you only need to download and install programs once.
