User accounts groups permissions HELP!

Anyone have a good ref. on setting groups, user accounts, permissions,
access levels ect ect in Win XP HOME? I'm lost. Volume formatted to NTFS. I
can access the ADMIN account from safe boot (not readily accessible like XP
Pro I guess). The way it is presenting to me is very confusing.

I'm not so sure on groups, but to set a Windows user account, go to Control Panel>User Accounts>Create new account
Permissions can be set while creating the account. If you want to change an existing user's permission, go to User Accounts>Change an account>(Account name)> Change my account type. As for accessing the admin account...I would try to create a new admin account.
