User Accounts Disabled

We have a relativly new PC with XP Home Edition. All had our own accounts, until my Dad took the laptop into work and because theur network is windows '98, the account user system was replaced with the classic log in prompt, and in control panel when i try to change how users log on/off, it says a recently installed program "awgina.dll" located in system32 has disabled the user accounts. now every1 can only log on under my dad's name as the administrator. Please Help ! When i come to the "awgina.dll" program, it is an application extension, and when pressing "open with.."it says opening this program may damage my system. Please Help !
