A friend of mine has XP home addition. Her son
accidentley created a username/password (she didn't have
one before).

However, they cannot remember what the username/password
is.

Is there anyway besides reinstalling windows to delete the
user account?

Go into Safe Mode by repeatedly tapping F8 as the computer is starting
up. Log onto the Administrator account. The default password is a
blank. Once in, go to the Users applet in Control Panel and change your
user's password to something you will remember.

Something you can try,

Open Internet Explorer,
Click Tools and Internet Options,
Click Content tab and AutoComplete,
Click Clear Passwords button.
Back at the desktop,
Reboot.

That won't clear Windows user account passwords.
