user account setup

the virus update can not be run under her account, it says Adm has
restricted this function. How can i un-restrict this??
 
To set a user as an Administrator, an Administrator has to log onto the
machine. Then go into Control Panel and open the Users applet. From within
there you can change user attributes such as whether they are an
administrator or limited user.

limited or adm r the only differences. So why can user(limited) not download
virus defs and why does user not get the taskbar xp update notification????

Also, user can not change power options, yet they are set differently for
user and adm. This is stupid, no??
