User Account Runtime Error

I installed two user accounts for my grandchildren a couple of months ago without administrative privileges and they have been working fine. This past weekend they were suddenly unable to access Internet explorer. I get a Runtime Error Message - Program: C:\program files\internet explorer\iexplore.exe. If I give their user accounts admin privileges, they seem to work fine but I really would prefer that they do not have the admin privilege. I am also unable to access IE through the Guest Account. Any suggestions as to what could have gone wrong and how to fix it would be greatly appreciated. A friend (slightly less computer illiterate than I) suggested that I may have to reload IE, which I would really prefer not to have to do. These things scare me!!
 
Empty your cache to start with, in IE, tools, Internet Options, delete files

Secondly, in IE, tools, Internet Options, Advanced tab,
Tick "Disable script debugging" check box.
Un-tick "Display a notification about every script error" check box.

Thanks for the respose Mary. However this still does not work. The settings were already as you suggested. I changed the settings, restored them to the default as per your note and rebooted the computer. Still no success. I still get the Run Time error when attempting to access IE from the Guest account.
