user account question

I don't understand the user idea.
Some played with the machine and it also had a power outage. Anyway,
now they've inserted a new user name and password. (The password was
remembered, though). The new account is an administrator, but the the
old one are gone. Also, now IE is default browser, and a few other
things have changed too. I can find the old files by navigating, but
currently the old programs aren't installed and so on. How to I
recover the old accounts?

If it is Business or Ultimate open Command Prompt as administrator and type
lusrmgr.msc. In that GUI you will be able to examine ALL users on the
machine, change their status, etc.

If there is another privileged user (also an administrator) you can either
delete it or examine the privileges it has and get the same, etc.

If it is lower than Business you will have to go via Control Panel>>System
and Maintenance>>Administrative tools>>Computer Management>>Local Users and
Groups.

Windows Vista Home Basic
But in Computer Management, I don't see Local Users...

It should be in the left pane, the 6th line from the top.

If it is not there, it is a bad news. I don't know that system. perhaps it
is not a part of the specs.

In the left pane, computer management,
system tools,
storage,
services and applications
each divides down, but there's still no Local Users..

Control panel > User Accounts

I am not quite sure he can do it thru this route??

I tried that first thing. No. I can't accomplish anything that way.
When windows starts, there are only two icons, the admin and guest.
However, in the file tree, under users, I can see my old files.

That's what I thought. It is very limited. I have it too, but I almost
forgot how it looks. It is sort of useless.
