user account picture missing

I cannot add picture to start menu with name.I am account administrator.I
have tried posted solutions to no avail.Also how can I delete computer
administrator account in control panel.Somehow I have two accounts as
computer administrator.
 
You cannot have a picture if you use the Classic Start Menu.

Switch to the XP Start Menu.

*And* you cannot have a picture if you have the Welcome Screen turned off.
The Start Menu and Welcome Screen use the same picture.

To turn the Welcome screen on...
Open User Accounts in Control Panel.
Click Change the way users log on or off.
Select the Use the Welcome screen check box.
Click the Apply Options button

Does this folder exist?
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account
Pictures\Default Pictures

Does this registry entry exist? And is NoUserNameInStartMenu set to 1?
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
NoUserNameInStartMenu

Change NoUserNameInStartMenu to 0.

I am using the settings you suggested.The start menu is the Xp style and the
registry setting is as you suggested,the welcome screen is checked.
 
I have visited your troubleshooting site and your blog site.I used the
suggestions you made but nothing has worked.Could the problem be the dulicate
administrator account?

Please list the URLs.

No. The number of administrator accounts does not affect the Start Menu
picture.

Is the Welcome Screen enabled?

I found the solution to my problem.I was able to use my grandsons picture as
my desktop theme and in the start menu.I had to bmp to work with my xp
themes..

I found the answer to my problem.I am still able to use my grandsons picture
as my theme on my desktop and in the start menu. Thanks for your help.The
picture of my grandson had to be a part of windows themes.
