User Account Naming Guidelines

Hi!

I am about to put up a new domain and users. Are there some guidelines for
creating user accounts?
I am considering putting the location of the user in the username, but thats
no good if users change location. Should I stick with something like TOMMYF
(Tommy Forsman) or FITOMMYF (FI stands for finland)?

Any comments?

Since you want to make it as unique as possible, I would
LNFINI1NI2

where
LN=LastName
FI-First Initial
NI1-next Intial 1
NI2=next Initial 2

So if the users name was
Tommy John Henry Victor Forsman, then
ForsmanTJHV
