user account lockout

I'm having an issue where every user account in my domain
gets locked out shortly after I unlock them (and so goes
the circle) sometimes if a user attempts to login and gets
denied, they're fine if they just try again. This, of
course, breaks SQL connections and network drives, etc.,
so I'd prefer not to use that workaround...I've checked
domain user account policy and security policy and I have
a pretty standard setup. Any thoughts? Thanks much, Matt
specs: Windows 2000 Server with SP3 installed...Win2K
Professional on the desktop.
 
do the users have any mapped network shares that require credentials other
then their user account? Since windows 2000 attempts to re-connect to every
mapped share upon logon (if you don't specify them to be non-persistant net
uses) the bad password attempt rates can sky rocket for a users just
attempting to log in.

Thanks very much for your reply. No, they don't have any
mapped shares that require any credentials aside from the
user account. When it happens, it seems to happen to
every user in the domain, even those which are built in
accounts (aside from Administrator) and those which don't
map any network drives at all. Any other suggestions
would be greatly appreciated. Thanks,
