The error message i am not 100% sure about, however I
recently had the same problem and thought it was on my
end could not figure it out for days as it turned out
users were having the problem either because they are
logged on some place else eg: terminal server or another
computer or mapped drive with their old password
information. Microsoft makes a tool called accout
lockout and you can see which domain it's being hit at
and trace a little more information. A lot of people
have experienced this same issue once the user change
their password.

Anyone can explain the line below that i extracted from
netlogon.log file. everytime its get locked out this line
