User account control

On the security tab of a secondary drive, I tried to deny access to all
except admin.
When I denied access to 'users' it also denied to admin. (despite the
'admin' option being given full control)
How can I achieve this?

Remove the Users group from the list in the "Groups or user
names box" on the Security page. To restrict access to just the
Administrators group, they should be the only group listed. Use
of the Deny permission isn't necessary.

Keep in mind is that an account that has administrative
privileges is a member of more than just the Administrators
group.
