If I buy a used PC (a Compaq if it matters) from Goodwill that has had the drive wiped
clean but still has the COA sticker on the case can I install XP and use that COA
number?

Yes, however you would need to Compaq's version of XP.

Thanks for replying. A Compaq 'XP Home' OEM disc then. Except Compaq does not supply a
windows disc if memory serves.

Compaq does / should supply a "recovery" CD (CD that contains a
"image" of the hard drive at the time that PC left the factory. Can
be very old version of Xp, depending when the PC was sold new (may not
have all Service Packs installed.)

Thanks again. I'll try to find out how much Compaq charges for their recovery CD before
I buy the PC. I believe it's about 4 years old.
