used laptop upgraded to XP pro

I have purchased a used laptop (2 yrs old) which has been
upgraded to XP pro by the previous owner.

1) Do I have to purchase a "new" license from MS even
though the XP Pro OS license was purchased by the previous
owner?
2) Not sure how or if the XP Pro "Activation" requirement
impacts the second owner of a laptop with a fully licensed
version of the XP Pro OS... does it!?

Please Advise.

Understood.
Then, I would need to what: (a) purchase the full retailed
(unlicensed) version of the Windows OS, reformat the hard
drive and install anew, or (b) contact Microsoft to
purchase a new license - in my name - go through what (?)
proceedure to transfer the license information on the use
notebook into my name?

If you do not have a valid license, you need to purchase a full
version, unless you have a qualifying product in which case upgrade
will do.

You would be better off performing a Clean Install to get rid of all
garbage from the previous owner.

A Repair Installation can be used to change the Product Key if new and
old version are not identical (New must still be Pro)
