Were you ever able to figure out this issue? We too have a few NT
workstations. All have the same version but only some have that option, but
all are needed to have it.

Already solve this issue thru ISA Server Configuration. I made them Firewall
Client and add new protocol for FTP's secondary connection(outbound).
