use layers feature FP 2003 to create hover ads with delayed entry

Can the layers feature in FP 2003 be used to create those great hover
ads/popover that come in after a designated time and then leave after a
determined time/or by clicking a close button.

If so, could anyone tell me how to do this. I'd be most appreciative.

If not, what are other ideas/uses for the layers feature?
 
Yes - it can, but not out of the box, so to speak.

The ad is placed in a layer that is moved offscreen left and top (so that it
doesn't produce scrollbars). When the page is loaded a timer is started.
When the timer triggers, the layer is moved dynamically onscreen (i.e., with
javascript) and appears there until the visitor either blows the screen away
with a shotgun or clicks on the close button which just hides the layer.

You can create and position the layer with FP, but I think the motion of the
layer would need to be done with your own custom javascript.
 
I prefer the shotgun method or just exiting the site.
