Windows XP Use Group Policy to restrict c:\ drive

I have restricted access to the c:\drive for our users using Group Policy. However if they are in Microsoft Word, when they click on Open or Save and type in c:\ in the filename box they can view, open or delete files and/or folders in c:\!!! This is not what I want.

Does anyone know how to totally disable access to drive c:\?
