Use forms to create language tests?

I'd like to write some simple online language-learning activities, and I
wonder whether FrontPage is sufficient for this. Here's the sort of thing I
mean...

Fill in the gaps in the following sentences...

1) I was born [...] 1982. HINT - CHECK

2) I am going to London [...] Tuesday. HINT - CHECK

3) I've been living here [...] 15 years. HINT - CHECK

EXPLAIN
**************************************************

By [...] I mean a simple textbox, and HINT, CHECK and EXPLAIN are buttons.
HINT would give the user the first letter of the target word. CHECK gives the
right answer. EXPLAIN gives some simple grammar explanations.

OK... as far as I can see I can use FrontPage forms to do something of this
sort with a single CHECK per page (i.e. you'd have to put in all three
answers, then check them together). But can I have three forms that function
independently, as in the above example? I've worked out how to put three
forms on a page, each with its textbox and buttons: but now how do I proceed?

If this isn't really possible with FrontPage, what tools should I be looking
at? Obviously, I want to keep it simple.
