Use Exchange 2003 Public Folder as Default Contacts Location

I am running Outlook 2003, and Exchange 2003, SP1 in a
small office. I am looking for a way to redirect all users
Personal Contacts folders to a single, shared public
folder for Contacts.

I am trying to get a configuration that functions as
follows:
- They hit the "New Contact" button, it creates the new
contact in the Shared Folder, instead of using their
personal mailbox.

I was thinking of a custom form, and customizing the tool
bar to access this custom form. Or am I completely off-
base here?
