Use Access to review forecast vs. actuals.

I am attempting to build an Access db that will allow users from 4
departments to enter forecasted project hours and information for a given
month. Then when needed they can enter the actual hours and/or project
information and report against it. Each dept can have hours for the same
project and all hours should roll up into a grand total. I am having a hard
time figuring out how to get started. Any help and/or suggestions is greatly
appreciated.
