I have 2 HP pavillion's that are pretty much identical other than the size
of the hard drive. One has a USB2.0 PCI card installed and the other one
does not. I bought a Belkin card and installed it in the other one and when
I attempt to power it on, it will not power up. If I take the same card
and install it in the other PC, it powers up just fine. If I take the card
from the PC that already had USB2.0 working and put it in the other PC, it
will not power up. Any ideas?

The BIOS is set to not to auto-detect plug and play. If I
remember on HP, press F1 to open the BIOS.

Two possibilities: First, the card is defective; try another
USB 2.0 card. My personal preference is Adaptec. Or second,
the HP requires proprietary cards that can only be purchased
from HP.
