I have Windows XP for home. I also have three printers.
An HP Deskjet 895Cse connected to the parallel port, works fine.
An DYMO LabelWriter 400 Turbo with a USB interface.
A Panasonic KX-P7110 laser printer using a USB interface.
Both USB printers work fine on port USB001.
Neither printer works on port USB002.

As a work around I will just share USB001. But this is a lousy arrangement.
 
USB 2 may be bad.
There is another possibility--I ran into it with some of the older printer
software. It was necessary to install the drivers etc. using USB001.
Once installed and working on USB001, The PC was powered down, and the
printer disconnected from USB001. It might be also necessary to turn of or
disconnect power from the printer. The computer was then powered up, and
allowed to do the usual things that result in the normal windows desktop.
The printer was turned on, and plugged in to USB002. Since the driver
software is already present, things seemed to proceed automatically, and the
printer worked. A variation was to use the printer properties-ports to
change the port from USB001 to USB002. There are several variations and
possible install sequences that I did not mention. The cause (other than a
bad or disabled USB port was that the drivers expected to be installed on
USB001.

Some printer drivers (during the install process) may expect to be the only
printer software and onlu expect to see the related printer.. When this is
the case, the install order is significant. Since you did not mention the
install order, I don't know if this is applicable to your situation.

I would likely install the P7110 first, followed by the DYMO driver. Then
install the HP.
