Usb won't recongnize any devices.

It seems like my USB ports aren't recognizing any new devices.
How do I test if it is a software error or hardware has failed?
I am using XP sp1 with all the latest drivers, all the updates,
ECS K7S5A PRO main board, and latest bios.
 
Go into the Device Manager and expand the USB Controller.... do you see the
words 2.0 or Enhanced next to the USB ports? Any yellow exclamation points?

It has no exclamation points. I don't see the word 2.0 even with the new
update.
