I have Vista Ultimate installed, my USB devices on the MOBO are all USB2.0
but Vista claims they are only USB 1 is this something I am doing wrong,
I've downloaded all the drivers from ASRock, and Windows Update, yet the
situation hasn't changed

I also have a Belkin USB2 6 port card installed, and that only detects as
USB1 as well any help appreciated

Some BIOS's have a setting for 'legacy' USB support. If yours has
such a beast you might try changing it to see what happens.

Bellin now has a USB2 Hi-Speed (7) port hub works great with Vista 64 bit,
I had the same problem that you are having now. When I Used it my problems
went away. I am able to use all my ext. hard drives, two printers, and a
scanner. My motherboard is an old XP board with regular USB2 ports. I am
using Vista 64 bit, AMD Atlon 64x2 4800+ 939 socket.
Before I used the Hub, the CPU was always running in the red, both cores
were working just as much. Now the cores run around an aveage of 28%, the CPU
at 35%, and Vista uses less ram now, before it ran around 65%, now it's about
36%.
The inside case temp is a lot cooler as well. I only use just MB USB2 port.

Sometimes you have to think outside of the box....
