usb to serial adapter

After connecting the hardware and installing the drivers, XP home indicates the usb to serial device is installed properly, but there are no com ports added to the device manager or com ports available for an external rs 232 device. Anyone have any ideas how to fix this?
 
Sometimes the USB to serial device is listed in the USB section of Device
Manager and you may need to adjust the parameters so that a COM port is
created. These USB to serial convertors creates virtual COM ports.
