USB Size not accurate

I have a 160 GB USB external HD. When I connect to XP HOME it only
recognizes 149 GB of available space.

How can I fix this?

That size is accurate.

It is all in the definition of a megabyte.

Hard drive manufacturers use 1 mb = 1000000 bytes
Windows uses 1 mb = 1048576 bytes.
 
Since there are 1,073,741,824 bytes in a gigabyte, a drive of 160 billion
bytes holds 149GB.
