I have a new SanDisk 8 in 1 reader. When booting with this plugged in my CPU
utiliztion sits at between 75 & 100%. If I unplug it my utilization drops to
near 0%.

If I boot with out the device plugged in my CPU is near 0% and I can then
plug in with no problem - CPU use may rise a couple points but nothing
major.

All of my other USB devices work fine (Printer, Mouse, MP3 player, Camera
etc...).

I have XP SP1 and the patch mentioned in KB822603. I also have the VIA chip
set but there sites says to contact Microsoft (WinXP - Due to licensing
agreements, USB 2.0 drivers are not available for download).

Any ideas?

So do contact Microsoft. AFAIK the patches are free, if you don't ask for further support.
