USB ports no power after boot up, but during during?

Can anyone help me? I have no power in my USB ports. When I boot up I have
temporary power, but as soon as the windows logo and boot up initialize the
power goes away
 
What do you have hooked to them? Sometimes too many devices use more power
than the port can supply and they shutdown.
 
I dont have anything hooked to them... when I go to system device manager the
and try to install the driver...it will not let me. It says there is a thread
exit or application will notstoping the install. Any suggestions would be
great. In fact I tried to just add a card to the PCI and it does not ven
recognize it.

This may be a long shot... did you check you bios setting to see if usb
somehow was disable. A loose or week battery can sometime cause bios to
reset to default settings ( usb disable ? )
This would explain you having power at ports at boot up ( early boot up only
) and dead usb port for windows that will not accept drivers.
 
Not sure how to go about doing that...but it sounds logical. any advice and
thanks in advance

Start the pc, as its booting you should see a message like this " press
delete to enter bios " ( something's it's not the delete key ? sometimes
its called setup menu ? ).
Press the correct key delete or ? b4 the message disappears ( if you are to
late a miss it just reboot ..it may go by fast).
Scroll around and see if anything relating to usb is disable ( make notes on
anything you change don't go hog while and make to many changes at once,
make a few and see what happens go back again and make more if need be. ).
If something go wrong look in you motherboard instructions and there should
be a jumper that will restore default settings. ( something's can't stop
your pc from booting at all , like cpu, memory, and video settings ). You
can also remove the battery to restore to default bios settings, just be
careful to restore it correctly. If you make changes and the return back to
default the next day or so then you may need a new battery ( not holding a
charge ).
