USB Pen next available drive letter

Is there any way I can set the next available drive letter in Windows XP
(SP2) to be from a specific letter onwards?

For example, anyone who plugs in a USB pen gets K: (onwards) rather than the
letter following the last physical drive?

The reason I want to do this is to allow Group Policy settings to show USB
drives without showing local drives (which can be up e: f: or g:). A user
would only get the USB pens showing in their explorer window

There is no built in mechamism for that. Therefore I've made
a Windows service that gives control over the drive letter
assignments for USB drives:
