USB needs administrative privilege to install drivers

I manage a student lab that is running XP with SP2. The students that log
onto the computers are in the power users group. We have a Xilinx ML403 board
that connects via USB. I installed the driver. I have administrative
privileges. All worked well. The student that then immediately logged in
after me was able to use the USB board. It had remained plugged into the same
USB port. Later, he came back to use the board which was still plugged into
the same USB port. It then asked to reinstall the drivers and needed
administrative privileges once again. This is a problem. Is there a way to by
pass this. Is there a group that could be created that would allow the
students the ability to install the USB drivers without administrative
privileges. This has also happened on some (SANDISK) USB flash drives.

I think your real problem is why the driver needed to be reinstalled.

Are these systems set up via a workgroup or a domain? If these are on a
domain, are you the administrator?

On XP client systems (Pro, Home), I don't see any way to elevate the user
permissions to install drivers, yet not give them full adminstrative access.
If you're running the lab through a domain controller, I believe you can
create custom security user groups that will allow what you are looking to
do, but I will have to do some digging on the info.
