USB mouse

I just recently installed some critical updates for Win XP. I've now noticed that my Belkin USB mouse will not activate until after log on and then only if I unplug the USB cable and replug it in. Any insight?
 
Are you USB controllers set to 'standby' after not being used for a while to
save power.... Go into the Device Manager and check.
