USB Mouse impact to inet connection

New load of Win 2000 Pro
Chaintech 7KJD motherboard
AMB 1.2 GHz T-Bird
Cable Modem Inet access with excellent reliability

All service packs loaded and security updates as well

When I am downloading from the internet, the download will
slow to 1 KB per second until I start to move the mouse
around the screen. If I am moving the mouse (cursor) the
download will be close to "normal" speed (for me and my
connection, usually ~2Mb/sec)

What is going on? Why is mouse cursor motion related to
internet download speed? This is a new Motherboard in
this machine. I did not have theis problem before.

in the old days that was a sign of an interrupt conflict between the mouse
port and the modem port. what would happen is that the modem interrupt for
incoming data was getting lost, when you moved the mouse it generated a
stream of interrupts that ended up triggering both the mouse and modem
drivers. so, as long as you moved the mouse you could read data from the
modem... stop moving the mouse and the modem would stop. i haven't heard of
that with usb before, but maybe its worth running some mother board
diagnostics and checking for device conflicts.
