This 7.6MB document is the spec for the Intel ICH5 Southbridge.
It is 671 pages long. You don't have to download it

The spec does mention that the USB controllers have the ability
to wake the system. A look in the manual for the P4C800-E doesn't
show an explicit wake up control for USB devices in the BIOS, so
you must look elsewhere.
What can you do to start to experiment ?
1) Enable power to the mouse. There are headers on the motherboard
called USBPWxx, where the xx identifies which pair of USB ports
that header controls. The header has three pins. The jumper can
be put in one of two positions. The factory default is +5V, and
that will only allow the mouse to be powered while the computer
is powered up. The +5VSB setting will allow the mouse to be
powered while the computer is in sleep mode. (And, if you flip the
switch on the back of the PSU to "off", then the mouse will no
longer be powered, so don't do that
Now, the fun begins. Somehow, you have to convince Windows to
configure the Southbridge to wake up on detecting USB activity.
This could involve visiting Device Manager. This posting suggests
a couple of check boxes worth visiting:

Tell us if it works out, because I don't know if people have got
this working or not.
