USB installation impossible with DHCP

We can't install some USB devices under WinXP if we have a
DHCP network. The new hardware found does popup but the
wizard don't start... If we unplug the network cable : The
installation wizard start.

This is a USB US robotic modem or a USB-to-serial
converter.

Problem seems to be related to WinXP an a DHCP server with
internet connection.
No problem with Win98 or with a fix IP (but, not connected
to the internet).
 
Windows setup will attempt to connect to MS's servers in order to check for
the newest drivers (this has bitten me before when dealing with unsigned
drivers that are actually newer than the signed ones MS has...but that's a
different issue cause you say you're not connected to the inet). How long
did you wait? I'm curious if something will eventually time out and let you
move on. Why it would operate differently when using DHCP or static IPs I
have no idea.

Well when I have the problem i'm actually connected to the
internet (in DHCP mode).
When I don't have the problem, I'm disconnected from the
internet (FIX IP mode just for testing... but no gateway
this time).
A walk around would be to unplug the network cable. So
the internet is disconnected at the same time, so it would
make sense.

So how do you stop WinXP from doing this ?
 
Have you tried a static IP that allows access to the internet? I know this
isn't a solution but it could help aid in diagnosis of what's really
happening.

As for the problem I described with setup checking MS's servers; I have not
heard of a way to stop it yet. I will check with some others I know have
experienced it.

I checked with the other people and they said that the response they got
from 'the experts' (I beleive it was MS) was that it does the online check
by design and there is no way around it.

However, this may not be your problem. I don't have enough experience with
it to make a call. Hopefully someone else can add to this.

Ok we get problems as soon as we are connected to the
internet.

I'm guessing that the firewall is blocking that
rundll32.exe from connecting, and it all goes into a
infinit loop.

I'm now pretty sure of it, because i remember seeing that
same rundll32.exe blocked by my software firewall in
another installation.
