USB - High speed device works at reduced speed!

~~My PC will not recognize that I have 2.0 USB's on my PC
and continues

to operate at a reduced USB speed~~

I have 4-SIS USB 2.0 Ports that have the proper drivers
installed from

Windows XP.
I tried:
3. Completely removing all USB drivers. then re-
installing with

both XP suggested and manufactures Drivers.
2. I have verified BIOS is set up to recognize my
USB Ports, Power

is on and supplied to them.
4. I tried to make them work before and after using
windows

updates.

The PC will not recognized the USB 2.0 and continue to
work at a

reduced speed making my extenal DVD writer and player
almost

in-operable.

When I use my DVD writer using the Fire wire port, it
works fine. But I

only have two Fire wire ports and use them for other
items.
I need to have my USB 2.0 working at their full
functioning

capability or I stand to lose the use of valuable
equipment need to

preform my work!

Any Help would be appreciated tremendously!

OS: WinXP HE
Processor: AMD1800 1.53Mhz
Memory: 512 PC133 SDRAM
Video: 64 Meg VRAM
USB: SIS 7001 PCI to USB
USB Driver: V 5.1.2600.0

There have been many many posts about USB2.0... Check to see in Device
manager under USB, if you have listed an 'enhanced USB2.0 device listed.. If
not your USB2.0 , whether it is an add-in card (pci) or on the mobo is not
running at 2.0 speed, as you noted.. Did you try letting XP recognize the
USB2.0 after deleting in the Device manager rather than 'installing' as you
said?
No other USB drivers need be installed if XP has SP1 installed, the
'other' drivers are really not needed.. The 'enhanced' feature is the key
here.
