USB hdd not reading after XP reinstalled?

Reinstalled XP - Hooked up external harddrive USB - not
being recognized as formatted but drive contains files
and is formatted - previous installation of XP did
recognize files. Why is it not being recognized this time?
 
Is it assigned a drive letter?

Right click on My Computer and select Manage. On the following screen
select Disk Management. Does it show up on the right hand side of the
screen?

Thanks for your reply. Yes a letter has been assigned -
E. It shows on the right side as partitioned and
healthy. Useage is showing 100% - It is not seeing it as
a working drive since there are many files on the
harddrive.

The USB2 drive is connected directly into a USB2 port on
the PC. The PC knows the drive is there but every time I
try to read the info. a screen pops up saying that it is
not formatted. Quite the opposite - the drive has been
formatted. I even tried another PC to drop info. onto
flops but N.G. Is there any recommended recovery
software programs available that may work???
