USB HDD doesn't 'reconnect' upon Restart

I have a Maxtor 200G HDD connected via USB 2.0 to my PC. I use it for
scheduled backups. The problem is that whenever I restart the PC it doesn't
reconnect automatically. If I unplug it & plug it in again, it connects &
everything is fine.

How can I get it to reconnect automatically when I restart the PC?
 
I don't believe they are designed to auto connect / or disconnect. ie they
should be stopped/disconnected prior to shutting down win.
 
Is this unique to HDDs connected via USB? All my other USB devices
"initialize" or "reconnect" or whatever when the computer boots up.
