USB Hardware Insert Sound Every 3 Seconds

On my PC, I hear the USB HW Insert sound, followed by the HW Removal Sound,
every 3 seconds. Is there a way to troubleshoot this? I looked in the
event viewer and don't see any messages.

Maybe my USB controller is going bad?

I got that, along with problems printing to a USB printer, after
uninstalling a USB Logitech webcam. As I remember it occurred about
every minute or so. The solution I found is here:-
