USB Hard Drive Not Working

I have Win XP Home Edition and I can't make the usb hard drive to get a
letter assigned to be used. I tried start-run-diskmgmt.msc and the right
click on the decive but the sub-menu is not showing the option to change the
letter of the disk, there's any letter assigned. I tired uninstalling then
re-intalling the controller and nothing, but the system shows it working fine
and without conflicts. Also how can I run system restore to an earlier point
if I need to. Thanks. Please Help me!!!

Has the hard drive in the USB enclosure already been partitioned
and formatted? If not, then it cannot be assigned drive letter(s).
Use the Drive Management utilities to do this.

fine, then one day it would not show in Windows Explorer, but did show
up in Device Manager, and DM said it was working properly, but of
course it wasn't. After trying everything under the sun, I just
removed it from DM, rebooted, it was detected,and it worked fine after
that.
