USB gurus? Turn on computer with USB input.

I have a touchscreen monitor whose touchscreen features connect via USB.
When I first purchased it, it would automatically turn the computer on when
I'd turn the touchscreen monitor on. I've since formatted the hard drive
and screwed with the BIOS and now I can't get the turn-on feature to work.
I'd like to know how I can get it to work again.

My questions are:
- Is this feature dealt with strictly in the BIOS? That is, could it be a
driver or Windows problem?
- What do I modify in the BIOS to get this feature to work again? I assume
it's a power management thing.

Any help is greatly appreciated. This problem is driving me nuts.
 
There should be an option to turn-on the computer by USB Mouse/keyboard
input. Since it is a touchscreen, I'm guessing that is how it turned it on
before.

The computer is not turned on - therefore no software is loaded -
therefore it is not windows drivers. Check the BIOS
- What do I modify in the BIOS to get this feature to work again? I assume

There should be a setting to power on when mouse is clicked in the bios.
