I know this is kind of off topic, but has anyone tried the install either Linux or Windows on a 4 gb USB Flash drive and then boot their computer from it? If so, what would be the procedure and how would be of a benefit?

I'm not sure of the procedure, or even if it is possible with Windows. I'm sure someone has done it (Colin has an external SATA drive that is bootable, for instance) and I am also sure that there are Linux users that have done this, as well.
The benefit would be that you could use any available computer (with the minimum hardware specs and appropriate drivers, naturally) and be able to boot and run your own O/S with your own files, browse the internet, etc... without leaving a footprint on the machine. The ability for business people to travel without a notebook computer, the ability of me to go on holiday, use my sister's computer and be able to access sensitive email and online banking, etc... without leaving a trace on the actual machine is a huge security and convenience issue. I think this idea will an actuality within ten years, especially as USB dongle drives become larger; think 40GB. Good business opportunity!
