USB External DVD Writer looping from found to removed status in XP

I've got a USB external DVD Writer. When I plug it in Windows XP Pro
recognizes it and it works for 30 sec, then it unloads it (as if itwas
unplugged), then after five seconds it reloads the device (as if it was
plugged in again).

This keeps happening continuously. I've tried different ports, but the
other ports seem to be USB1.1 and the drive doesn't connect there. I
just did a fresh install of XP Pro (SP2). I tried it on SP1 and it was
having the same problems. The DVD Writer is a BENQ 1420 (external) and
I have a ASUS P4PE-X motherboard.

I have tried using the drive on my laptop and it works fine. So I know
its not the drive.

Any help would be appreciated.

I wanted to clarify...When I say on on/off I really mean that WinXP
finds it then it removes it, then finds it again...it keeps looping
like this...there is no problem with power (which is hooked up
externally).
 
There's gotta be someone out there who has had this problem. I haven't
installed any cd burning software...do you think installing it will
help. I recall reading about something like that somewhere.
