USB error (code 39)

Under device mgr, all of the USB options have a yellow warning alert. When I
try to update the drive, I receive the following message: "Windows cannot
load the device for this hardware. The driver may be corrupted or missing
(Code 39). I replaced all of the usb*.* files under
c:\windows\system32\drivers from an identical hardware and image build, but
still have no success. Any thoughts would be very much appreciated. No USB
devices work. (It "appears" a USB optical mouse gets a USB signal upon
bootup, but disappears once Windows starts to load)

Yes, all of our laptops have the same standard config. Dell Latitude D600
running Win XP. The user didnt have a problem until a couple weeks ago.

Reasons for this error include a driver that is not present; a binary
file that is corrupt; a file I/O problem, or a driver that references an
entry point in another binary file that could not be loaded.
Uninstall the driver, and then click Scan for hardware changes to
reinstall or upgrade the driver.

On the General Properties tab of the device, click Troubleshoot to start
the troubleshooting wizard
