USB doesnt always recognise hardware

my computer has several USB ports, and i always thought that it would
not matter which one i used for which device, but when i plug my
joystick into number 2 front port, it doesnt pick it up there, i can
plug anything else into there, and it recognises fine, but the
joystick only wants to operate on front USB number 1, any ideas on why
this might be the case?

Maybe front port 2 is not connected or connected wrong?? (internally)
