USB devices not working

My motherboard has a built an sis usb port combined with
an infrared port and mouse port. The device is recognized
in the control panel; however, none of the usb devices
that I plug in are recognized (for example: usb optical
mouse or external cd/dvd drive).

I've uninstalled the usb device in the control panel,
restarted the computer and the computer reinstalls the usb
open host controller and root hub.

Can anyone help me resolve this problem.
 
Before Windows loads, during cold power on, go into your
mobo BIOS config utility and search menus for settings
for both Plug & Play (PnP) and/or USB. Some may be
on/off, Enable/Disable, etc. It could be your USB
hardware is enabled, but Plug & Play is turned off,
or not set to use a PnP Operating System (Win 2000/98SE)
option.

*** To be safe: Only change 1 setting at a time between
reboots. If it doesn't get desired results, change it
back, and proceed to next setting change. ***

Some BIOS options have items like Plug & Play OS on/off,
etc.
