usb device won't stay installed

I have the same problem as two other posters this month,
When I plug any usb device into the system it takes an
extra few minutes to boot into windows then it will turn
off the device.
If I unplug the usb and replug it in while in windows,
you can hear the sound file associated with unplugging
and plugging it in then the device will work within that
windows session. As soon as I reboot the device light is
on then goes out when the lag in boot up starts and it
has to be unplugged and replugged in again in windows.
Something in the boot up is disabling the devices. I've
tried uninstalling all the roothubs and controllers,
checked the bios enabled any thing with usb, downloaded
all the service packs, and any thing to do with usb on
windows update and knowledge base files. Still same
problem. This is a new pc, and works great until you plug
in usb, I installed the motherboard usb 2.0 drivers too,
no help. I also saw the kb article about the registry usb
key and adding some lines, my registry doesnt have the
usb key either. only usbhub etc. windows xp home edition,
I've looked on the motherboard site, no mention of any
one else having this kind of problem.

Start/All programs/windows update, let it search.
I just done this for my friend's newly installed XP Home
with SP1a and have found a USB 1.1 and USB 2.0 patches.
It is not listed in the critical update but is listed in
the recommended update.

I would suggest you to unplug all the USB devices and
disable antivirus softwares before download and install
the update.

been there done that still problem persists, now I can
get two devices on the usb ports with a six port system
and then it drops all of them at the next reboot. Even if
I plug in the hub as one of those, if I plug something in
the hub same problem, can't run 3 usb items
simultaneously.
