I'm using a Dell machine and can't get support because it's an OEM version of
Windows. This fix was suggested on the Dell forums. I know that's what the
article says I was wondering if someone already had the fix.

This is not true. I know this for a fact because I called for a hotfix
on a client's machine just recently. Call the hotfix number and tell
them you have a computer with symptoms of KB[insert number here] and
you need the hotfix. They will not ask you questions about the
computer. They will simply ask you if you understand that there are no
guarantees with hotfixes. Naturally you will say "yes". They will send
you an email with a download link to the zipped hotfix and the password
to open the zipped file. There will be no charge for this.

Yes, as stated in that KB-article. Read it, again:

To resolve this problem immediately, contact Microsoft Product Support
Services to obtain the hotfix. For a complete list of Microsoft Product
Support Services telephone numbers and information about support costs,
visit the following Microsoft Web site:
http://support.microsoft.com/contactus/?ws=support
Note In special cases, charges that are ordinarily incurred for support
calls may be canceled if a Microsoft Support Professional determines that a
specific update will resolve your problem. The usual support costs will
apply to additional support questions and issues that do not qualify for the
specific update in question.

You call MS support and specifically ask about that article, NOTHING ELSE
