Don't know if I can provide enough info but my daughter's Dell desktop has
no USB functionality. Her keyboard and mouse are USB so they are useless.
Computer boots to the desktop but how do you reload drivers, etc. Access
bios? How?

If hse has a mouse port you can try a PS2 keyboard and use the arrow and tab
keys to get around and/or try a PS2 mouse. Unplug the USB keyboard & mouse.
Go to Device Manager and uninstall the USB keyboard and mouse. Turn the
machine off. Plug them back in and boot. Hopefully windows will detect the
new hardware and install things to work properly again.
